CRUX carried out its activities for the valuation of assets for the Ministry of Finance. As part of our activities, our team of experts visited 7 different cities in Afghanistan and Turkmenistan.
The project began in November 2020 and continued for three months. We submitted our findings to the client in January 2021.

The team consisted of a team leader, an electrical engineer, a civil engineer, two cost estimation engineers, and a finance expert across the border in Turkmenabat, Turkmenistan.
The assignment involved thorough site visits to 16 sites located in Mazar, Hairatan, Pulikhumri, Sher Khan Bandar, Aqina, Aqcha, and across the border in Turkmenistan.

The CCAP additional financing project under IDLG was officially inaugurated by the head of IDLG in the presence of public and private sector stakeholders including; Governor, IDLG CCAP Director, tribal elders, civil society, media, and residents of the province in Gardez city. The overall objective of the assignment is to provide basic infrastructure emergency support and social services to community people.

The project was signed in January 2021 for a period of 2 years and will close in December 2022.

The additional financing under CCAP has been divided into 9 packages and is being implemented in various cities throughout Afghanistan.

Background:

The Ministry of Finance of Afghanistan contracted CAFC in order to conduct a training in Tashkent, Uzbekistan. The purpose of the training was to familiarise the participants from the Government of Afghanistan on Non Tax revenue, in order to improve the non-tax revenue collection in Afghanistan, Improve capacity and ability of NTRD staff to improve non-tax revenue collection, management, analysis, and accounting, and Improve capacity and ability of the government line ministries and agencies to collect non-tax revenue effectively and efficiently.

Scope of Assignment:

The participants included officials from the Government of Afghanistan from Ministry of Finance, Ministry of Interior, Afghanistan Civil Aviation Authority, Ministry of Industries and Commerce and Ministry of Communication and Information Technology.

The training focused on improving the capacity of the participants on the following areas:

CRUX Consultants and BWHC met with the Ministry of Rural Rehabilitation and Development (MRRD) of Afghanistan in order to negotiate the implementation of a long term project focused on the economic development of women in the north of Afghanistan.

CRUX Consultants have been hired by the government of Afghanistan to review the financial statements of 12 dry ports working in Afghanistan.

Zaranj – Nimroz, Mil78 – Farah, and Islam Qala – Herat, were established in 2006, 2010 and 2006 respectively. The ports are responsible for collecting revenue generated through the Afghanistan-Iran border. As part of the agreement signed with the Government of Afghanistan; CRUX Consultants are please to conclude its field visit to these ports.

Apart from the Islam Qala port, another port also operates in Herat, which is located in Torghandi, and operates under a joint venture agreement between the Government of Afghanistan and a Private firm. The private firm operates two other ports in Afghanistan as well: Hairatan and Aqina, which were also covered under our scope of work.

Ashkasham, Shir Khan, and Aikhanom ports were established in 2012, 2010 and 1993 respectively. These ports are located in the north of the country in Badakhshan, Takhar and Kunduz provinces, and they have a strategic position in collecting revenue from the Afghanistan-Tajikstan Bordar.

Spin Boldak – Kandahar, Torkham – Nangarhar and Ghulam Khan – Khost, ports were established in 2006 through presidential decree and are responsible for collecting revenue generated through the Afghanistan-Pakistan border. In order to deliver on its commitment with the Government of Afghanistan; CRUX Consultant’s completed its field visit and collected all the available data from the ports in 2019.
